The National Hockey League Players Association has filed an unfair labour practice complaint against the NHL with the U.S. National Labour Relations Board.
NHL sources tell several newspaper publications that the complaint, filed on Tuesday, claims the league has failed to provide a list of locked-out players to the union, which submitted a request back on September 20.
Sources say the league turned down the request, saying it did not have enough staff on hand to compile such a list. It reportedly told the union it could figure out on its own which players were currently locked out as they have access to the same information the NHL.
The union is attempting to force the league to provide a list so that players would know their status. Some players are eligible to play for minor league teams under terms of their contract and the union wants to ensure that all players eligible to be sent to the minors are allowed an opportunity to play.
The NHL and the NHLPA refused to publicly comment on the report.
"It's a matter between us and the Players Association," NHL executive vice president Bill Daly was quoted as saying in the Pittsburgh Post-Gazette. "It's not something we see any benefit in discussing publicly."
The NHL could face a fine or sanctions if the NLRB determines that the league is not negotiating fairly. The NLRB is a five member federal agency which regulates collective bargaining in the United States between workers and their employees.
The NHL and the NHLPA have not scheduled any new talks since the lockout began on September 15.

Die NHLPA will es wohl echt wissen. Da geht aber auch echt keiner einen Schritt auf einander zu, die rennen eher von einander weg.
